Inserted: (1) In general.--The Administrator shall include, in the regulations promulgated pursuant to subsection (a), provisions for distributing solely among rural electric cooperatives (in addition to allowances made available to rural electric cooperatives under subsection (a) and subtitle A of Title VI), 1 percent of the quantity of emission allowances established pursuant to section 201(a) for each of calendar years 2012 through 2030.

Mr. COLEMAN submitted an amendment intended to be proposed by him to the bill S. 3036, to direct the Administrator of the Environmental Protection Agency to establish a program to decrease emissions of greenhouse gases, and for other purposes; which was ordered to lie on the table; as follows:
