Inserted: Notwithstanding any other provision of law (including regulations), amounts deposited in any fund established pursuant to this Act for the purpose of technology development shall be in addition to, and shall not supplant, funds otherwise made available for that purpose in an appropriations Act.

Mr. LEVIN submitted an amendment intended to be proposed by him to the bill S. 3036, to direct the Administrator of the Environmental Protection Agency to establish a program to decrease emissions of greenhouse gases, and for other purposes; which was ordered to lie on the table; as follows:
At the end of title XVII, add the following:
Subtitle H--Clarification of Use of Amounts Deposited Into Funds SEC. 1771. CLARIFICATION.
