    Inserted: (a) In General.--Section 455(o) of the Higher Education Act of 1965 (20 U.S.C. 1087e(o)) is amended--

    Inserted: (1) in paragraph (1)--

    Inserted: (A) by striking "paragraphs (2) and (4)" and inserting "paragraph (3)"; and

    Inserted: (B) by striking "for which the first disbursement is made on or after October 1, 2008";

    Inserted: (2) by striking paragraph (2); and

    Inserted: (3) by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively.

    Inserted: (b) Effective Date.--The amendments made by subsection (a) shall take effect on the date of enactment of this Act.

SA 5509. Mr. BAYH (for himself, Mr. Sessions, Mr. Kennedy, Mrs. Clinton, Mr. Lieberman, Mr. Obama, and Mr. Inhofe) submitted an amendment intended to be proposed by him to the bill S. 3001, to authorize appropriations for fiscal year 2009 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:

At the end of subtitle E of title VI, add the following:

SEC. 652. NO ACCRUAL OF INTEREST FOR MEMBERS OF THE ARMED FORCES ON ACTIVE DUTY.

(a) In General.--Section 455(o) of the Higher Education Act of 1965 (20 U.S.C. 1087e(o)) is amended--

(1) in paragraph (1)--

(A) by striking “paragraphs (2) and (4)” and inserting “paragraph (3)”; and

(B) by striking “for which the first disbursement is made on or after October 1, 2008”;

(2) by striking paragraph (2); and

(3) by redesignating paragraphs (3) and (4) as paragraphs (2) and (3), respectively.

(b) Effective Date.--The amendments made by subsection (a) shall take effect on the date of enactment of this Act.
