   Inserted: SEC. 801. ASSISTANCE RELATED TO CARBON EMISSION TAX.

   Inserted: Section 21(c)(3) of the Small Business Act (15 U.S.C. 648(c)(3)) is amended--

   Inserted: (1) in subparagraph (S), by striking the final "and";

   Inserted: (2) in subparagraph (T), by striking the period and inserting "; and"; and

   Inserted: (3) by adding at the end the following new subparagraph:

   Inserted: "(U) providing information and technical assistance to any small business owner that faces an increase in costs as a result of the enactment of any program to impose a tax on carbon emissions, either directly or through the operation of a cap and trade system on such emission limits.".
