(b) Revision to Annual Report Requirement.--Section 113(c)(2) of title 10, United States Code, is amended by striking "the reserve programs of the Department of Defense and on any other matters" and inserting "on any reserve component matter".
Inserted: SEC. 904. MEMBERSHIP OF CHIEF OF THE NATIONAL GUARD BUREAU ON THE JOINT CHIEFS OF STAFF.
Inserted: (a) In General.--Section 151(a) of title 10, United States Code, is amended by adding at the end the following new paragraph:
Inserted: "(7) The Chief of the National Guard Bureau.".
Inserted: (b) Conforming Amendments.--Section 10502 of such title is amended--
Inserted: (1) by redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and
Inserted: (2) by inserting after subsection (c) the following new subsection (d):
Inserted: "(d) Member of the Joint Chiefs of Staff.--The Chief of the National Guard Bureau is a member of the Joint Chiefs of Staff, and shall perform the duties prescribed as a member of the Joint Chiefs of Staff under section 151 of this title.".

Mr. NELSON of Nebraska (for himself and Mr. Leahy) submitted an amendment intended to be proposed by him to the bill S. 3454, to authorize appropriations for fiscal year 2011 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows:
At the end of subtitle A of title IX, add the following:
SEC. 904. MEMBERSHIP OF CHIEF OF THE NATIONAL GUARD BUREAU ON THE JOINT CHIEFS OF STAFF.
(a) In General.--Section 151(a) of title 10, United States Code, is amended by adding at the end the following new paragraph:
“(7) The Chief of the National Guard Bureau.”.
(b) Conforming Amendments.--Section 10502 of such title is amended--
(1) by redesignating subsections (d) and (e) as subsections (e) and (f), respectively; and
(2) by inserting after subsection (c) the following new subsection (d):
“(d) Member of the Joint Chiefs of Staff.--The Chief of the National Guard Bureau is a member of the Joint Chiefs of Staff, and shall perform the duties prescribed as a member of the Joint Chiefs of Staff under section 151 of this title.”.
