(d) Limitation on Authority.--Section 11 of the National Fish and Wildlife Foundation Establishment Act (16 U.S.C. 3710) is amended by inserting "exclusive" before "authority".
Inserted: SEC. 2____. PROHIBITION ON USE OF FUNDS FOR CERTAIN CONSERVATION AREAS.
Inserted: No funds made available under section 101 or the amendments made by section 201 or 203 shall be used by the Secretary of the Interior to acquire any land or interests in land for the Niobrara Confluence and Ponca Bluffs Conservation Areas unless the Secretary of the Interior solicits input from, and receives the consent of, the Governor and legislature of the State in which the land is located with respect to the acquisition.
