SA 607. Mr. WHITEHOUSE submitted an amendment intended to be proposed
to amendment SA 261 submitted by Mr. Blunt (for himself, Mr. Thune, Mr.
Cornyn, and Mr. Roberts) and intended to be proposed to the concurrent
resolution S. Con. Res. 8, setting forth the congressional budget for
the United States Government for fiscal year 2014, revising the
appropriate budgetary levels for fiscal year 2013, and setting forth
the appropriate budgetary levels for fiscal years 2015 through 2023;
which was ordered to lie on the table; as follows:

On page 2, line 8, insert ``, unless all revenue from such
tax or fee is returned to the American people in the form of
Federal deficit reduction, reduced Federal tax rates, cost
savings, or other direct benefits'' before the period.
