SA 1897. Mrs. MURRAY submitted an amendment intended to be proposed to amendment SA 1463 proposed by Mr. McCain to the bill H.R. 1735, to authorize appropriations for fiscal year 2016 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title V, add the following: SEC. 558. ADDITIONAL RECIPIENTS OF CONFIDENTIAL DISCLOSURES OF SEXUAL ASSAULT IN THE ARMED FORCES THAT DO NOT TRIGGER AN OFFICIAL INVESTIGATION. (a) Additional Recipients.--Section 1565b(b)(2) of title 10, United States Code, is modified by adding at the end the following new subparagraphs: ``(D) The Senators representing the State in which the victim resides, and the Member, Delegate, or Resident Commissioner of the House of Representatives representing the district in which the victim resides. ``(E) A Special Victims' Counsel pursuant to section 1044e of this title.''. (b) Regulations.--The Secretary of Defense shall revise the regulations required by section 1565b(b) of title 10, United States Code, to establish procedures to ensure that Members of Congress can engage with the Department of Defense on behalf of a member of the Armed Forces who is a victim of sexual assault, pursuant to a request for assistance from the victim to such Member of Congress, in a confidential manner. Under the regulations as so revised, neither a request by a victim to a Member of Congress for assistance nor subsequent engagement with the victim by such Member of Congress shall jeopardize the Restricted status of any report filed by the victim in connection with the sexual assault. ______
