    Inserted: Nothing in this Act may change, suspend, supersede, or abrogate any trust obligation or treaty requirement of the United States with respect to any Indian nation without consultation with the applicable Indian nation, as required under Executive Order 13175 (67 Fed. Reg. 67249) (November 6, 2000).
