SA 3771. Mr. BLUMENTHAL submitted an amendment intended to be proposed to amendment SA 3679 proposed by Mr. McConnell (for Mr. Thune (for himself and Mr. Nelson)) to the bill H.R. 636, to amend the Internal Revenue Code of 1986 to permanently extend increased expensing limitations, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle A of title III, add the following: SEC. 3124. GOVERNMENT ACCOUNTABILITY OFFICE REPORT ON BAGGAGE FEES. Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit to Congress a report assessing-- (1) the extent to which baggage fees imposed by air carriers have led to-- (A) increased security costs at airports, as reflected by the need for more security screening officials and security screening equipment; and (B) economic disruption, such as requiring passengers to spend increased time waiting in line instead of pursuing more worthwhile, productive pursuits; and (2) whether any increased costs have been borne disproportionately by taxpayers instead of air carriers. ______
