SA 4469. Mr. JOHNSON submitted an amendment intended to be proposed by him to the bill S. 2943, to authorize appropriations for fiscal year 2017 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes; which was ordered to lie on the table; as follows: At the end of subtitle E of title XII, add the following: SEC. 1236. SENSE OF THE SENATE REGARDING THE EUROPEAN UNION RENEWING ECONOMIC SANCTIONS ON RUSSIA AS A RESULT OF RUSSIA'S ANNEXATION OF CRIMEA AND ACTIONS DESTABILIZING EASTERN UKRAINE. (a) Findings.--The Senate makes the following findings: (1) In July 2014, the European Union imposed economic sanctions against Russia for its annexation of Crimea and destabilizing machinations in the Donbass and Luhansk regions in eastern Ukraine. (2) In September 2014, the European Union renewed its sanctions against Russia. (3) In March 2015, the European Council linked the continuation of economic restrictions against Russia to the complete implementation of the Minsk agreements. (4) The Minsk-2 agreement signed in February 2015 by Russia, Ukraine, France, and Germany has not been implemented. (b) Sense of the Senate.--The Senate calls upon the European Union to renew sanctions imposed on Russia as a result of its destabilizing actions in Ukraine if Russia has still not abided by its commitments under the Minsk-2 agreement by the time the European Union conducts its review of its economic sanctions on Russia. ______
