SA 189. Mr. CRUZ submitted an amendment intended to be proposed by
him to the bill S. 47, to provide for the management of the natural
resources of the United States, and for other purposes; which was
ordered to lie on the table; as follows:

At the end of section 3001, add the following:
(f) Acquisition Restrictions.--Section 200306(b) of title
54, United States Code, is amended--
(1) in the first sentence, by striking ``Appropriations''
and inserting the following:
``(1) In general.--Appropriations'';
(2) in paragraph (1) (as so designated), in the second
sentence, by striking ``Appropriations'' and inserting the
following:
``(2) Preacquisition.--Appropriations''; and
(3) by adding at the end the following:
``(3) Zero net gain.--
``(A) In general.--Appropriations from the Fund pursuant to
this section shall not be used for acquisition unless the
acquisition results in a zero net gain of Federal land.
``(B) Application.--The limitation under subparagraph (A)
shall apply only to an acquisition of land in a State more
than 50 percent of the land of which is Federal land.''.
