SA 2079. Mr. MORAN submitted an amendment intended to be proposed to amendment SA 1717 proposed by Mr. Graham to the concurrent resolution H. Con. Res. 14, establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. ___. DEFICIT-NEUTRAL RESERVE FUND RELATING TO PUTTING VETERANS FIRST. The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to strengthening the provision of health care, benefits, and services to veterans and their caregivers and survivors and beneficiaries through the Department of Veterans Affairs, which may include legislation that supports veteran choice and the ability of veterans to seek health care outside of the Department direct care system from Department community care partners, or improves the accessibility of mental health and substance use disorder services to high-risk veteran patients, or prevents the Department from automatically sending the names of veterans who have been appointed a fiduciary to help manage their Department benefits to the Department of Justice for inclusion in the National Instant Criminal Background Checks System, or makes it easier for the Department to hold poor performing employees accountable, or ensures the timely adjudication and quality of disability claims and appeals, or protects benefits for the surviving family members of certain members of the Armed Forces and veterans, or strengthens the Department of Veterans Affairs workforce by reducing the time to hire and onboard employees, improving the recruitment and retention of veterans and military family member at the Department, and ensuring the Department has the staffing levels needed to deliver high quality, accessible, and timely health care, benefits, and other services through the creation of a long-term human capital plan based on current and future projected demand for benefits and services, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over the period of the total of fiscal years 2025 through 2034. ______
