SA 2706. Mr. DAINES (for himself and Ms. Ernst) submitted an amendment intended to be proposed to amendment SA 2360 proposed by Mr. Thune (for Mr. Graham) to the bill H.R. 1, to provide for reconciliation pursuant to title II of H. Con. Res. 14; which was ordered to lie on the table; as follows: At the appropriate place, insert the following: SEC. _____. SUNSET OF THE TANF CONTINGENCY FUND; IMPROVED FUNDING FOR CHILD CARE. (a) Sunset of TANF Contingency Fund; Rescission.--Section 403(b) of the Social Security Act (42 U.S.C. 603(b)) is amended-- (1) in paragraph (2), by adding at the end the following new sentence: ``Effective on the date of enactment of this sentence, the unobligated balances of amounts in the Fund are permanently rescinded and no payments shall be made from the Fund on or after such date.''; (2) in paragraph (3)(A), by striking ``If an eligible'' and inserting ``Subject to paragraph (9), if an eligible''; and (3) by adding at the end the following new paragraph: ``(9) Sunset of state eligibility and payment authority.-- Beginning with the 1st day of the 1st month that begins on or after the date of enactment of this paragraph, no State shall be eligible for, or receive, a payment from the Fund, without regard to whether the State is a needy State for the month for purposes of paragraph (3)(A).''. (b) Improving Access to Child Care to Support Work.-- Section 418(a)(3) of the Social Security Act (42 U.S.C. 618(a)(3)) is amended by adding after and below subparagraph (C), the following new flush sentence: ``Only for the period of fiscal years 2026 through 2029, there is appropriated for grants under this section to States an additional $2,000,000,000 for such period. On October 1, 2033, the unobligated balances of amounts appropriated under the preceding sentence are permanently rescinded.''. ______
