SA 5753. Ms. ROSEN submitted an amendment intended to be proposed to
amendment SA 5453 proposed by Mr. Graham to the bill S. 2, to provide
for reconciliation pursuant to title II of S. Con. Res. 33.; which was
ordered to lie on the table; as follows:

Strike section 203 and insert the following:

SEC. 203. BYRNE JAG PROGRAM.

In addition to amounts otherwise available, there is
appropriated to the Attorney General for fiscal year 2026,
out of any money in the Treasury not otherwise appropriated,
to remain available until September 30, 2029, $2,000,000,000
for the purpose of carrying out the Edward Byrne Memorial
Justice Assistance Grant Program under subpart 1 of part E of
title I of the Omnibus Crime Control and Safe Streets Act of
1968 ( 34 U.S.C. 10151 et seq.), no amount of which may be
used for or transferred to the Anti-Weaponization Fund, or
any successor fund.
