Mr. Ryan of Wisconsin introduced the following bill; which was referred
to the Committee on Ways and Means

A BILL

To make permanent the reduction in taxes on dividends and capital
gains.

Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ``Investment Tax Increase Prevention
Act of 2004''.

SEC. 2. PERMANENT REDUCTION IN TAXES ON DIVIDENDS AND CAPITAL GAINS.

Section 303 of the Jobs and Growth Tax Relief Reconciliation Act of
2003 (relating to sunset of title) is repealed.
