Madam Speaker, I move to suspend the rules and pass the bill (S. 4010) for the relief of Shigeru Yamada.

S. 4010 is an immigration relief bill for Shigeru Yamada. The House passed a substantially identical version of this bill by voice vote in the 110th Congress, but the Senate was unable to take up the measure. I am pleased to see that the House will have an opportunity to vote on final passage today.

Shigeru was brought to the United States from Japan when he was 10 years old. Together with his mother and his two sisters, Shigeru entered the country on a non-immigrant visa and remained in the United States for over 3 years on his mother's student visa. During this period, Shigeru's mother became engaged to a U.S. citizen. Had she married her fiance, she and her children would have been able to obtain lawful permanent residence in the country. However, in September 1995, when Shigeru was only 13 years old, his mother was killed in a car accident.

After his mother's death, Shigeru and his sisters were raised by their maternal aunt and uncle in Chula Vista, California. Shigeru's natural father was an alcoholic who was physically abusive to Shigeru, his sisters, and their mother. There was no other viable caretaker in Japan.

Shigeru's aunt attempted to formally adopt him, but was unable to complete the adoption before his 16th birthday. Under current immigration law, virtually all adoptions of foreign children by U.S. citizens must be completed before the child's 16th birthday in order for the child to qualify for legal status in the United States. Although Shigeru's sisters obtained legal status through adoption and marriage, Shigeru continued to reside here without such status.

In the meantime, Shigeru became a model student, graduating from Eastlake High School with honors in 2010. At Eastlake, he served on student government, participated in numerous community service activities, and excelled at football and wrestling. He was an All- American Scholar and was named Outstanding English Student his freshman year. He was also voted the Most Inspirational Player of the Year in various sports, both at the junior varsity and varsity level. He served as vice president of the associated student body his senior year.

Shigeru also volunteered to coach the Eastlake High School softball team and obtained an associate's degree from Southwestern Community College.

It is through no fault of his own that Shigeru was raised in the United States without legal immigration status. Shigeru's mother died before she could regularize his status, and adoption proceedings by his aunt were completed too late to affect his immigration status. S. 4010 presents the only option for Shigeru to remain in the United States.

I commend Representative Bob Filner and Senator Dianne Feinstein, who each introduced their first private immigration bill on Shigeru's behalf back in the 108th Congress. I would also like to recognize Judiciary Committee Chairman John Conyers, Immigration Subcommittee Chairwoman Zoe Lofgren and Judiciary Committee Ranking Member Lamar Smith for their help in moving this bill to the floor today.

I urge my colleagues to support this important legislation.

Shigeru's story highlights so many things that are wrong with our current immigration system. First, Shigeru is just the type of young person who would benefit from the DREAM Act, which passed the House with bipartisan support 1 week ago today. More importantly, America is just the country that would benefit from providing Shigeru a path to lawful status, so that he could continue to excel and serve as a model to all those around him.

Second, Shigeru's story highlights the nonsensical inflexibility of our international adoption rules. Earlier this summer, the House passed H.R. 5532, the International Adoption Harmonization Act of 2010. H.R. 5532 would harmonize our international adoption rules by setting the uniform deadline by which all adoptions must be finalized at a child's 18th birthday. One purpose of H.R. 5532 is to ensure that when a child is legally adopted by U.S. citizen parents between the child's 16th and 18th birthdays, the child is permitted to remain with his or her parents in the United States. The need for this commonsense piece of legislation was demonstrated by the many private immigration laws enacted by previous Congresses to provide exactly this form of relief to just those individual children who came to our attention--bills just like the one before us today. H.R. 5532 remains stalled in the Senate, which represents a real failure to protect American families and adopted children.

I remain hopeful that our Senate colleagues on both sides of the aisle will recognize that passage of the DREAM Act and H.R. 5532 are both in America's best interest. But under current law, S. 4010 represents the only option for Shigeru Yamada to remain in the United States, the country that he rightly calls home.

Mr. Speaker, I rise today in support of H.R. 2760, a bill which I introduced to designate a post office in my district as the ``Johnny Grant Hollywood Post Office Building''.

Johnny Grant and Hollywood are synonymous. As Tinseltown's honorary mayor, he was one of the community's most enthusiastic supporters for more than 50 years. He served as chairman of the Walk of Fame Selection Committee and the Hollywood Historic Trust. He not only created what was to become part of Hollywood's history but had been a longtime supporter for preserving Cinema City's past.

Johnny Grant was also a big supporter of public diplomacy. Over the Memorial Day recess period, I took 30 films donated by Johnny Grant before he passed away to South Africa and donated them to the Rosa Parks Library and Information Center at the U.S. Embassy. The films will be accessible to the public and will be used to promote the United States' moral values, principles, and culture.

Grant was a retired major general in the California State Military Reserve. He was sought out to advise the Guard in his areas of expertise: morale, public affairs, recruiting, and special events. Though retired, he continued to be recalled by California's Adjutant General for special duties.

In 1982, the State of California showed their appreciation for Johnny Grant's 30 years of service by awarding him the Order of California, the State's highest honor. Governor George Deukmejian, in an unprecedented act, awarded Johnny Grant a second Order of California at the State Capitol in 1990. General Grant was also the recipient of the National Guard's Medal of Merit.

In June of 1999, retired Major General Johnny Grant was recalled to temporary active duty to promote and produce events saluting the California National Guard on its 150th birthday.

Mr. Speaker, thank you for the time, and I urge my colleagues to support this bill to honor Johnny Grant for a lifetime of public service.

And I just want you to know, before his sudden death, he had completed 60 trips to entertain our troops, more than any other celebrity who has gone overseas and around the country, so we honor him also for that.

Mr. Speaker, I want to thank Darrell Issa, my colleague, for his words about Johnny Grant. And I want you to know, Johnny knew he would live forever, and now that we're going to have a building named after him in the new remodeled and revitalized Hollywood, he, indeed, his image, will live forever. So I thank my colleague.

And in closing, I again urge my colleagues to join me in honoring Johnny Grant through the passage of H.R. 2760.

I join with the gentlelady in supporting her legislation. Every member of the California delegation, in fact, has supported this. Because it's in Representative Watson's district, of course, it's her bill, but Johnny Grant was bigger than Hollywood, bigger than California.

During his decades of service outside of Hollywood, Johnny Grant represented the finest in American service. After his service in the Army Air Corps during World War II, he continued supporting in many ways our men and women in uniform for the rest of his life.

In 1952, when Mr. Grant, along with Bing Crosby, Bob Hope, and Frank Sinatra, hosted the first national telethon, a fundraiser to send American Olympic athletes to the Summer Olympics in Finland, he, in fact, set a path of service in all aspects of public life continuing with the Olympics, adding to that the Boy Scouts, the USO, fire and police services and, of course, his many trips overseas.

In addition to the 60 USO trips that Mr. Grant did, I want to note two of them, because during the very difficult times in 1982 and 1983, he distinguished himself by being willing to go to Beirut to support and entertain our marines there long after many people had considered that to be out of the way. He also made two trips to Saudi Arabia during Desert Shield and Desert Storm. He continued to support the USO along with Bob Hope and his many other friends throughout his life.

Mr. Speaker, I believe we've given a lot of awards to a lot of people less deserving and who dedicated less their entire lives. Many celebrities are for causes when they're in their active career. Mr. Grant was for causes that were fully supported by the American people but fully funded by the generosity of people like him with his time and his energy for so many years.

So I join with the gentlelady in supporting H.R. 2760, urge its passage, remind all of us that, in fact, there are those who give far less that have had these honors bestowed on them, and I certainly thank the gentlelady for picking this Hollywood post office to be the ``Johnny Grant Hollywood Post Office Building''.

Mr. President, I rise today to pay tribute to Rex E. Lee, a man whose legacy we recognize today by renaming the post office in Provo, UT in his honor. Supreme Court Justice Sandra Day O'Conner captured my own feelings about Rex when she said:

Knowing him [Rex] was one of the greatest privileges of my

life. Remembering him will be one of the easiest.

Graduating first in his class from the University of Chicago Law School in 1963, Rex went on to serve as a law clerk for Byron White on the U.S. Supreme Court. Then, just 4 years out of law school, Rex argued his first case before the Supreme Court in 1967, and went on in 1972 to become the Founding Dean of the J. Reuben Clark Law School at Brigham Young University.

In addition to serving as an Assistant Attorney General in charge of the Civil Division at the Department of Justice in the middle of the 1970s, Rex served as the Solicitor General of the United States from 1981 to 1985. In fact, over the span of his life, Rex argued 59 cases before the Supreme Court of the United States and his record as the Solicitor General is impressive. Never one to rest, Rex was then named as the 10th president of Brigham Young University in 1989, where he served thousands of students, faculty, and administrators faithfully for over 6 years. As a man, Rex is someone I respected; as a dedicated husband, father, and friend, Rex is someone who is deeply missed.

Anyone who had the privilege of knowing Rex, as I did, well remembers his stellar service to his community, our State, and to the Nation as a whole. Long after his passing, his influence still lingers and is keenly felt everywhere from the classrooms at BYU to the corridors of our government's most revered institutions. Renaming the Provo Post Office in Rex's honor befits a public servant of his stature, and I am pleased to support this legislation in the Senate to honor Rex's legacy.

In short, Rex Lee was a great man and I am proud to see the Provo Post Office named after him. There are thousands of Utahns throughout the State who join me in celebrating this man's great life with this fitting tribute.
