Veterans Transplant Coverage Act of 2017

Introduced February 16, 2017

AI-Generated Summary

Updated April 15, 2026 at 1:03 PM UTC

The Veterans Transplant Coverage Act of 2017 changes the VA’s existing law so the Secretary of Veterans Affairs can arrange and pay for transplant surgeries that use a live donor. It lets the VA cover the donor’s operation and related medical care, even though the donor does not qualify for VA health benefits, and allows this care to be provided at non‑VA hospitals through agreements.

Key Provisions

  • Allows the VA Secretary to arrange a live‑donor operation for a veteran who is eligible for a transplant, even if the donor isn’t eligible for VA health care.
  • Requires the VA to provide any necessary pre‑ and post‑operative care for the live donor, as long as funding is available.
  • Permits the VA to use non‑VA facilities for the donor’s surgery and care under a formal agreement, treating the donor as eligible for hospital services at that facility solely for the transplant procedure.
