Hold Congress Accountable Act

Introduced March 29, 2017

AI-Generated Summary

Updated April 15, 2026 at 2:14 PM UTC

The Hold Congress Accountable Act would cut the annual salary of members of Congress for each day a federal government shutdown occurs. The reduction applies to any shutdown after the 2018 general election, and a special escrow rule applies during the 115th Congress to temporarily hold the deducted pay and return it at the end of that Congress.

Key Provisions

  • If a shutdown happens on any day of a year, each member’s annual salary is reduced by the amount equal to one day’s pay multiplied by the number of 24‑hour shutdown periods.
  • During the 115th Congress, the payroll administrator must withhold the same daily‑pay amount for each shutdown day and place it in an escrow account, then release any remaining escrowed funds on the last day of that Congress.
  • The Secretary of the Treasury must assist Congress’s payroll administrators in carrying out the escrow process.
  • A shutdown is defined as a lapse in appropriations for any federal agency caused by failure to pass a regular appropriations bill or continuing resolution.
