Introduced April 5, 2017

AI-Generated Summary

Updated April 15, 2026 at 2:33 PM UTC

The Empowering Homeowners to Mitigate Flood Damage Act of 2017 raises the maximum amount of Increased Cost of Compliance (ICC) coverage that the National Flood Insurance Program can provide to homeowners. Under the bill, each flood insurance policy could offer up to $60,000 in ICC benefits for a single property, and that amount would not count toward other NFIP coverage limits. The change is aimed at helping homeowners afford flood‑damage mitigation measures after a flood event.

Key Provisions

  • Increases the ICC coverage limit under the NFIP to $60,000 per property.
  • Specifies that ICC coverage does not count toward any other coverage limits applied to the same property under the NFIP.
  • Reorganizes the statutory language of the National Flood Insurance Act to incorporate the new coverage provisions.
