The V‑BID for Better Care Act would amend the Social Security Act to launch a nationwide test of a new Medicare Advantage model that lets plans tailor benefits, cost‑sharing, and supplemental services for people with chronic illnesses. The goal is to see if value‑based insurance design improves care for chronically ill Medicare Advantage enrollees across the United States.

Key Provisions

  • The Secretary of Health and Human Services must expand the test of the model to all states by Jan. 1, 2019.
  • The model allows Medicare Advantage plans to design different benefit packages for enrollees with specific chronic diseases, varying cost‑sharing and supplemental benefits.
  • The initial test will be carried out in ten states: Oregon, Arizona, Texas, Iowa, Michigan, Indiana, Tennessee, Alabama, Pennsylvania, and Massachusetts.
  • Rules that let the program be ended or changed (under section 1115A(b)(3)(B)) will not apply until Jan. 1, 2022.
  • Funding for designing, implementing, and evaluating the model will come from existing Section 1115A waiver funds.
