VA Procurement Efficiency and Transparency Act

Introduced April 6, 2017

AI-Generated Summary

Updated April 15, 2026 at 2:41 PM UTC

The VA Procurement Efficiency and Transparency Act changes how the Department of Veterans Affairs tracks and reports savings from competitive contracting. It requires the VA to calculate and record any cost or price savings for contracts listed in the Federal Procurement Data System, and to store that information in its electronic contract system. The bill also directs the VA to adopt standardized procurement templates across its major offices to streamline purchasing.

Key Provisions

  • The VA must record the amount of cost or price savings achieved by using competition for any contract reported in the Federal Procurement Data System.
  • Savings are calculated by subtracting the selected offer’s value from either the average or the median of all evaluated offers; negative differences are recorded as zero.
  • Recorded savings information must be placed in the Electronic Contract Management System or another appropriate location chosen by the Secretary.
  • The VA is required to use, wherever practical, standardized procurement templates across the Central Office, Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration, with the ability to customize them for specific situations.
