This bill lets the operator of the Terror Lake Hydroelectric Project in Alaska expand the plant by adding the Upper Hidden Basin Diversion. It authorizes the use of up to 20 acres of federal land for the expansion without needing additional approval from the Interior Department. The expansion must still follow a revised license from the Federal Energy Regulatory Commission and undergo an environmental review.

Key Provisions

  • Allows the project licensee to occupy no more than 20 acres of federal land for the Upper Hidden Basin Diversion Expansion.
  • Requires the expansion to be covered by an amendment to the existing FERC license, including any conditions the Commission deems appropriate.
  • Mandates an environmental review under the National Environmental Policy Act before the license amendment is issued.
