The Confirming State Land Grants for Education Act lets Utah pick certain federal lands managed by the Bureau of Land Management that are slated for disposal under the Pony Express Resource Management Plan. The selected lands would be used to support Utah’s school and other state institutions, following historic land grant promises. The bill also says the usual BLM planning criteria won’t apply to these selections and that the act doesn’t change other federal land‑use limits.

Key Provisions

  • Utah may choose any BLM‑owned lands in townships T6S and T7S, range 1 west, Salt Lake Base and Meridian that are listed as available for exchange under the Pony Express plan.
  • The selection is meant to fulfill land‑grant obligations from the 1894 act and to benefit the State of Utah School and Institutional Trust Lands Administration.
  • The normal decision‑making criteria (Decision 3 of the resource management plan) are waived for these lands.
  • The act does not affect the limitation set by the National Defense Authorization Act for FY 2000.
