Updated April 15, 2026 at 5:27 PM UTC

The Northern Border Regional Commission Reauthorization Act of 2018 updates the commission that supports economic and infrastructure projects along the U.S. northern border. It changes voting rules, broadens the types of grants the commission can award, lets those funds be used to draw businesses from abroad, extends the program’s funding authority through 2023, and adds a temporary succession rule for the federal co‑chairperson.

Key Provisions

  • Changes the commission’s administrative expense approval from requiring a unanimous vote to a majority vote.
  • Expands grant eligibility to include additional categories (paragraphs 1, 2, 3, or 7) and permits the use of funds to attract foreign businesses to the region.
  • Extends the authorization of appropriations for the commission from 2018 to 2023.
  • Renumbers chapters of the relevant subtitle in the U.S. Code for consistency.
  • Allows the federal co‑chairperson to temporarily appoint an acting federal employee if both the co‑chair and alternate are unable to serve.
