The Reset Act of 2017 requires the Government Accountability Office to count all federal rules and major rules in effect at the time the law is passed, estimate their total economic cost, and report the findings to Congress within a year. It also treats any major rule already in effect as if a required report had been filed, allowing Congress to use the standard disapproval process for those rules.

Key Provisions

  • The Comptroller General must conduct a study to determine how many rules and major rules exist and the total estimated economic cost of those rules as of the law’s enactment.
  • The GAO must deliver a report with these findings to Congress no later than one year after the law takes effect.
  • Any major rule already in effect is considered to have a report filed for it, so the usual review period and the possibility of a joint resolution of disapproval apply to those rules.
