The bill changes the Social Security Act so that states can combine the risk pools of children who buy coverage through a state‑run health‑insurance buy‑in program with the risk pools of children covered under the state’s child health plan. It also makes those buy‑in programs count as minimum essential coverage under the Affordable Care Act, affecting children under 18 who are not eligible for Medicaid and the states that run these programs.

Key Provisions

  • Allows a state to treat children enrolled in a qualified children’s health‑insurance buy‑in program and children in the state child health plan as members of a single risk pool.
  • Defines a “qualified children’s health‑insurance buy‑in program” as a state program for children under 18 who are not Medicaid‑eligible, offering benefits identical to the state child health plan and funded only with non‑federal money.
  • Amends the Internal Revenue Code to include qualified children’s health‑insurance buy‑in programs as minimum essential coverage for the ACA, effective for taxable years beginning after Dec. 31, 2017.
