Moving Americans Privacy Protection Act

Introduced November 15, 2017

AI-Generated Summary

Updated April 15, 2026 at 7:24 PM UTC

The Moving Americans Privacy Protection Act changes the 1930 Tariff Act so that personal data on shipping manifests is no longer publicly disclosed when it could cause harm. It requires the Treasury Secretary to block release of such information on a shipment‑by‑shipment basis and to strip identifiers like Social Security and passport numbers from any manifest before it is made available to the public. The rule applies to all manifests used in international trade and affects anyone who might view those documents.

Key Provisions

  • Adds a new condition that the Treasury Secretary can prevent public disclosure of manifest information if it is likely to cause personal injury or property damage.
  • Allows non‑disclosure if the information is already exempt under existing privacy statutes (5 U.S.C. § 552(b)(1)).
  • Requires the Secretary to remove all personally identifiable information, including Social Security and passport numbers, from any signed, produced, delivered, or electronic manifest before it is accessed by the public.
  • The amendment becomes effective 30 days after the law is enacted.
