The bill requires the Department of Veterans Affairs to expand its peer‑to‑peer counseling program for women veterans. It directs the Secretary to recruit more women peer counselors with expertise in gender‑specific issues, benefits information, and employment mentoring, and to focus on women veterans dealing with PTSD, other mental‑health conditions, homelessness, or suicide risk. The program must be funded with existing VA resources and a progress report is to be sent to Congress within two years.

Key Provisions

  • VA must prioritize hiring women peer support counselors who understand gender‑specific concerns, can explain VA benefits, and provide employment mentoring.
  • The counseling effort should target women veterans with PTSD, other mental‑health issues, homelessness risk, or heightened suicide risk.
  • VA must conduct outreach to inform women veterans about the program and work with community groups, schools, businesses, and legal aid organizations.
  • Counselors must receive adequate training, including training required under the Caregivers and Veterans Omnibus Health Services Act of 2010.
  • The program will use funds already available to the VA; no new money is authorized.
  • Within two years, VA must report to Congress on the number of counselors, program effectiveness, and oversight mechanisms.
