Power And Security Systems (PASS) Act

Introduced January 12, 2017

AI-Generated Summary

Updated April 15, 2026 at 11:34 AM UTC

The Power And Security Systems (PASS) Act extends the exemption from a specific energy‑efficiency rule—called the no‑load mode standard—to certain security, life‑safety alarm, and surveillance equipment. It pushes the deadline for applying the rule out to 2021 and 2023 and gives the Energy Department flexibility to handle the power supplies for these devices as a distinct product class or to keep them exempt.

Key Provisions

  • Updates the exemption dates for the no‑load mode energy‑efficiency standard on security, life‑safety alarm, and surveillance systems, moving the original 2015 deadline to 2021 and the 2017 deadline to 2023.
  • Sets the effective date of the exemption to match the new amendment’s effective date.
  • Lets the Energy Secretary treat external power supplies for those systems as a separate product class or keep them exempt from the no‑load mode standard.
