The VA Hospitals Establishing Leadership Performance Act requires the Department of Veterans Affairs to establish clear qualifications and standardized performance metrics for all human‑resources positions within the Veterans Health Administration. It also mandates reporting to Congress and an oversight review by the Comptroller General. The bill applies to VA HR staff and the congressional committees that oversee veterans’ affairs, and it does not allocate additional funding for these actions.

Key Provisions

  • Within 180 days of the law’s enactment, the VA Secretary must define the required qualifications for every human‑resources job in the Veterans Health Administration.
  • The Secretary must also create standard performance measures for each of those HR positions.
  • The Secretary must send a report to Congress listing the new qualifications and performance metrics.
  • Within 180 days after those qualifications and metrics are set, the Comptroller General must report to the House and Senate Veterans’ Affairs Committees on how the rules were put into practice and how effective they are.
  • The bill does not provide any new funding; the work must be done with money already authorized for the VA.
