The Recognizing Early Childhood Trauma Related to Substance Abuse Act of 2018 directs the HHS Secretary to provide early‑childhood educators and caregivers with information and assistance on identifying and responding to children who may have experienced trauma from substance‑abuse exposure. The goal is to improve awareness, offer practical tools, and connect families with supportive services while preserving existing child‑care program rules.

Key Provisions

  • The Secretary of Health and Human Services must share information, resources, and, if asked, technical help with early‑childhood care and education providers about how to spot children affected by family or adult substance‑abuse trauma.
  • The guidance must teach providers to identify early signs and risk factors, offer age‑appropriate communication tools, and suggest trauma‑informed practices to prevent or lessen harm.
  • It must also give options for responding to affected children, including referrals to evidence‑based services that support both the child and the family.
  • The Act encourages whole‑family, multi‑generational strategies to keep families together when it’s in the child’s best interest.
  • The provided information does not change existing requirements in the Child Care and Development Block Grant Act, the Head Start Act, or the Individuals with Disabilities Education Act.
