The Save Voters Act amends the National Voter Registration Act of 1993 to make clear that a state cannot start the process of removing a voter from the registration list simply because the voter did not vote or did not respond to a notice. It requires states to have objective, reliable evidence of a change of residence before initiating removal. The change applies to all voters on state registration lists.

Key Provisions

  • Prohibits states from using a registrant’s failure to vote or failure to respond to a notice as a reason to send a removal notice.
  • Requires states to have objective, reliable evidence of a change of residence before they can begin voter removal procedures.
  • Updates the NVRA language in Sections 8(b) and 8(d) to reflect these restrictions; the amendments take effect when the Act is enacted.
