The Improving Strategies to Counter Weapons Proliferation Act directs the director of the Financial Crimes Enforcement Network (FinCEN) to provide Congress with an annual report on how data collected under the Bank Secrecy Act is being used to combat the financing of weapons proliferation. The reports are aimed at informing both the House Financial Services Committee and the Senate Banking Committee about FinCEN’s intelligence products, collaborative efforts, and guidance to financial institutions, and they apply for a five‑year period.

Key Provisions

  • FinCEN must submit its first report within one year of the law’s enactment and then annually thereafter.
  • The report must cover: (A) intelligence products on financial transactions that support weapons proliferation, (B) FinCEN’s cooperation with law‑enforcement, intelligence agencies, and foreign financial intelligence units, and (C) advisory notices issued to banks and other financial institutions about such activity.
  • Any classified information in the report is to be provided to Congress in a separate classified annex.
  • The reporting requirement expires after five years from the date the law takes effect.
