Crop Insurance Fairness Act of 2018

Introduced October 23, 2018

AI-Generated Summary

Updated April 16, 2026 at 12:15 AM UTC

The Crop Insurance Fairness Act of 2018 changes the 1996 Farm Bill to make sure farmers get advance notice before the USDA changes how "assigned yields" are calculated for the non‑insured crop disaster assistance program. It requires the Secretary of Agriculture to publish any new method and to wait at least one crop year before applying it, unless the change would raise a farmer’s payment.

Key Provisions

  • Adds a new rule that the Secretary must give public notice before modifying the method used to determine assigned yields for disaster assistance.
  • The new method cannot be used for a producer until at least one full crop year after the notice is issued, unless the change would increase the producer’s payment amount.
  • Clarifies that the notice requirement applies only when the Secretary changes the assigned‑yield calculation method.
