This House resolution sets the procedural ground rules for three separate actions. It waives all objections and limits debate to one hour for the defense‑budget conference report (H.R. 6157). It also allows the House to consider a resolution (H.Res. 1071) stating that giving illegal immigrants voting rights harms the franchise, again with a one‑hour, evenly split debate. Finally, it authorizes the Speaker, after consulting the minority leader, to entertain motions to suspend the rules on September 27‑28, 2018.

Key Provisions

  • Waives all points of order and treats the defense appropriations conference report as read; limits debate to one hour and permits one motion to recommit.
  • Allows the House to consider H.Res. 1071 without objection, treating it as read; provides one hour of debate split equally between the chair and the ranking minority member.
  • Permits the Speaker (or designee) to consider motions to suspend the rules on Sep 27‑28, 2018, after consulting the Minority Leader on which matters to bring up.
