This House resolution sets special procedural rules so the House can consider H.R. 6784, which would remove the gray wolf from the Endangered Species list in the lower 48 states. It waives normal objections, limits debate to one hour, and allows a single motion to recommit, all during a designated week in November 2018. The resolution also streamlines journal approval, adjournment, and leadership appointments for that period.

Key Provisions

  • Waives all points of order against considering H.R. 6784 and its provisions, allowing the bill to be taken up without procedural objections.
  • Limits debate on the bill to a total of one hour, split evenly between the chair and the ranking minority member of the Natural Resources Committee, and permits only one motion to recommit.
  • Approves the previous day's journal automatically and lets the Chair adjourn the House during the period Nov 19‑Nov 26, 2018, with a new meeting date set by the Chair.
  • Allows the Speaker to appoint members to serve as Chair for that period.
  • Specifies that the War Powers Resolution does not apply to the related House Concurrent Resolution 138.
