H.Res. 150 is a procedural resolution that lets the Speaker bring H.R. 998, which would create a process for reviewing agency rules, and H.J. Res. 83, which seeks to disapprove a Department of Labor record‑keeping rule, to the House floor under special rules. The resolution waives points of order, skips the first reading, limits debate to one hour, and sets tight limits on amendments. It applies to all members of the House during the consideration of those two measures.

Key Provisions

  • Allows the Speaker to declare the House resolved into the Committee of the Whole to consider H.R. 998, waiving points of order and dispensing with the first reading.
  • Limits general debate on H.R. 998 to one hour, equally divided between the chair and the ranking minority member, and restricts amendments to those printed in the Committee on Rules report.
  • Permits consideration of H.J. Res. 83 with all points of order waived, debate limited to one hour, and only one motion to recommit allowed.
