This House resolution sets out special procedural rules so the Speaker can move the House into the Committee of the Whole to consider two pending bills—H.R. 78, which would require the SEC to weigh the costs and benefits of its regulations, and H.R. 238, which would reauthorize the CFTC and make reforms. The resolution waives normal points of order, limits debate time, and specifies how amendments can be offered. It also includes brief housekeeping measures about approving the previous day's journal, scheduling an adjournment, appointing temporary chairs, and allowing rule‑suspension motions on a specific day.

Key Provisions

  • Allows the Speaker to declare the House into the Committee of the Whole to consider H.R. 78, dispensing with the first reading, waiving all points of order, limiting general debate to one hour split between the chair and ranking minority member, and restricting amendments to those listed in the Rules Committee report.
  • Provides the same procedural framework for H.R. 238, with debate time divided between the Majority and Minority Leaders (or designees) and similar amendment restrictions.
  • Approves the Journal of the previous day and permits the Chair to adjourn the House and set a future meeting date between Jan. 16‑20, 2017.
  • Authorizes the Speaker to appoint members to perform the duties of the Chair during the adjournment period.
  • Permits the Speaker, after consulting the Minority Leader, to entertain motions to suspend the rules on Jan. 13, 2017.
