H.Res. 647 is a procedural resolution that lets the House move forward with three separate measures: H.R. 477, which would change broker registration rules for small private companies; H.R. 3971, which would adjust mortgage‑loan requirements for community financial institutions; and H.J. Res. 123, which provides continuing appropriations for fiscal year 2018. The resolution waives normal points of order, sets a one‑hour debate limit for each measure, and outlines how amendments and motions to recommit can be handled.

Key Provisions

  • Waives all points of order against considering H.R. 477, H.R. 3971, and H.J. Res. 123.
  • Allows each bill to be considered as read and passed without intervening motions, except for a one‑hour debate split evenly between the chair and the ranking minority member of the relevant committee.
  • Permits a specific further amendment (as printed in the Rules Committee reports) to be considered and debated under the same time limits.
  • Allows one motion to recommit (with or without instructions) on each measure.
