H.Res. 670 sets the rules for the House to consider two separate bills: H.R. 1370, which would amend the Homeland Security Act to require DHS-wide guidance and training for the Blue Campaign, and H.R. 4667, which provides additional disaster aid for Hurricanes Harvey, Irma, Maria and 2017 wildfires. The resolution waives normal procedural objections, limits debate, and establishes special procedures for the period from Dec 22, 2017 through Jan 7, 2018.

Key Provisions

  • Allows the Senate amendment to H.R. 1370 to be taken from the Speaker’s table and considered without any points of order, with a one‑hour debate split equally between the Appropriations Committee chair and ranking minority member.
  • Permits H.R. 4667 to be considered with all points of order waived, also limiting debate to one hour and allowing a motion to recommit.
  • Provides that during Dec 22, 2017‑Jan 7, 2018 the House may adjourn and reconvene as needed, and that days in this period do not count as legislative days for certain House rules or the War Powers Resolution.
  • Authorizes the Speaker to appoint members to act as chair during these special periods.
