H.Res. 747 is a procedural resolution that lets the House move forward with two separate bills—H.R. 4296, which would set operational risk capital rules for banks, and H.R. 4607, which would require federal financial regulators to review and eliminate outdated rules. The resolution waives any points of order against considering these bills, adopts specific substitute amendments, and limits debate to one hour for each, with a single motion to recommit allowed.

Key Provisions

  • Waives all points of order that could block the House from considering H.R. 4296 and H.R. 4607.
  • Adopts substitute amendments for each bill based on Rules Committee prints (115‑60 for H.R. 4296 and 115‑61 for H.R. 4607).
  • Limits debate on each bill to one hour, split evenly between the chair and the ranking minority member of the Financial Services Committee.
  • Allows only one motion to recommit (with or without instructions) before final passage.
