This House resolution clears procedural hurdles so the House can consider two separate bills—one to improve transparency and the SIFI designation process under the Financial Stability Act, and another to reform the Comprehensive Capital Analysis and Review and Dodd‑Frank stress‑test processes. It waives points of order, adopts the committees’ substitute amendments, sets a one‑hour debate limit, and permits a single motion to recommit before final vote.

Key Provisions

  • Waives all points of order so the House can consider H.R. 4061 (amending the Financial Stability Act) and H.R. 4293 (reforming stress‑test and capital‑analysis processes).
  • Adopts specific substitute amendments for each bill as printed by the Rules Committee, treating the bills as read.
  • Limits debate on each bill to one hour, split evenly between the chair and the ranking minority member of the Financial Services Committee.
  • Allows only one motion to recommit (with or without instructions) before final passage.
