This House resolution sets the rules for quickly moving two bills through the House in early May 2018. It lets the Speaker put the House into a Committee of the Whole to consider H.R. 4, which reauthorizes FAA programs, and H.R. 3144, which deals with operations of the Federal Columbia River Power System. The resolution also handles routine House business from April 30 through May 4, such as approving the previous day's journal and allowing the Chair to adjourn and reconvene the House.

Key Provisions

  • Allows the Speaker to declare the House in the Committee of the Whole to consider H.R. 4, waiving points of order, skipping the first reading, limiting debate to one hour, and setting specific amendment procedures.
  • Specifies that only certain pre‑printed amendments may be offered on H.R. 4, with set debate times and no further amendment or division of the question.
  • Provides similar procedural treatment for H.R. 3144, including waiver of points of order, adoption of a pre‑printed amendment, limited debate, and a single motion to recommit.
  • From April 30 to May 4, 2018, the previous day's journal is automatically approved and the Chair may adjourn the House and set a new meeting time.
  • Authorizes the Speaker to appoint members to act as Chair during the period covered by the resolution.
