The Every Kid Outdoors Act creates a federal program that gives free access to public lands and waters for fourth‑grade students and a limited number of accompanying adults. The program is run jointly by the secretaries of the Interior, Agriculture, Commerce, and the Army, and issues annual passes that are valid from September 1 through August 30. It aims to encourage outdoor recreation and education for young students across the United States.

Key Provisions

  • The secretaries must establish the "Every Kid Outdoors" program and issue free passes to fourth‑grade students.
  • Each pass allows the student and up to three adults (either passengers in a private vehicle or cyclists) to enter federal lands or waters without paying per‑vehicle or per‑person fees.
  • Passes are valid for one year, from September 1 to August 30, and are only usable when the student is present at the entry point.
  • The program may partner with state park systems, maintain a public website, provide visitor services, and involve approved partners.
  • The secretaries must submit an annual report to Congress detailing program implementation, the number and locations of participating students, and the number of passes distributed.
