Introduced September 28, 2017

AI-Generated Summary

Updated April 15, 2026 at 6:12 PM UTC

The Chronic Kidney Disease Improvement in Research and Treatment Act of 2017 aims to boost research, improve payment structures, and expand access to care for people with chronic kidney disease, especially those with end‑stage renal disease. It targets better transplant rates, adoption of new dialysis technologies, palliative care use, and care for minority populations, while also enhancing Medicare and Medigap coverage, telehealth options, and quality measurement for dialysis providers.

Key Provisions

  • Directs HHS to study ways to increase kidney transplant rates, including payment barriers, state practices, minority donation rates, and living donation incentives.
  • Orders a National Academy of Sciences study on Medicare dialysis payment reforms needed to support new technologies and therapies.
  • Requires the Comptroller General to examine how palliative care is used for advanced kidney disease and report findings.
  • Mandates a study on factors driving kidney disease in minority groups and on treatment patterns across Medicare, Medicaid, and private insurance.
  • Permanently extends Medicare Advantage special‑needs plans for ESRD patients and speeds up related reporting deadlines.
  • Expands guaranteed Medigap availability to all ESRD beneficiaries and creates a one‑time enrollment window in 2020.
  • Allows home‑dialysis patients to receive monthly ESRD‑related visits via telehealth, with no facility fee when the home is the service site.
  • Updates dialysis payment formulas to remove certain adjustments (e.g., comorbidities) and require annual data‑based updates.
  • Improves quality reporting by requiring statistically valid measures, setting minimum weighting, and linking star ratings to performance scores without forced bell curves.
  • Broadens Medicare kidney‑disease education benefits to include stage V patients and more provider types, and changes payment for those education services.
  • Simplifies certification of new dialysis facilities and speeds approval of accreditation applications.
  • Adds renal dialysis services to definitions of primary care and to health‑professionals covered by National Health Service Corps scholarship and loan‑repayment programs.
