Veterans Small Business Enhancement Act of 2018

Introduced April 16, 2018

AI-Generated Summary

Updated April 15, 2026 at 9:28 PM UTC

The Veterans Small Business Enhancement Act of 2018 adds a new provision to the Small Business Act that requires the Small Business Administration (SBA) to work with the General Services Administration (GSA) and state agencies to make surplus federal property—including foreign excess items returned to states—available to businesses owned and controlled by veterans. The goal is to give veteran‑owned small businesses easier access to useful equipment and supplies that the government no longer needs.

Key Provisions

  • Defines “foreign excess property” and “state agency” for the purposes of the new rule.
  • Requires the SBA Administrator, in coordination with the GSA Administrator, to provide access to and manage the distribution of surplus federal property to veteran‑owned small businesses.
  • Veteran ownership must be verified by the Department of Veterans Affairs.
  • Distribution is to be carried out under a memorandum of agreement among the SBA, GSA, and the relevant state agency that handles surplus property.
