Introduced November 15, 2018

AI-Generated Summary

Updated April 16, 2026 at 12:15 AM UTC

The RAPID Act updates the Transportation Infrastructure Finance and Innovation (TIFIA) program to make it easier and faster for large, credit‑worthy transportation projects to obtain federal loan assistance. It doubles the size limit for eligible projects, requires an investment‑grade rating, and creates a streamlined application track with set timelines and clear eligibility criteria. The bill also adds regular public reporting of pending and approved TIFIA applications.

Key Provisions

  • Raises the maximum project size eligible for TIFIA credit from $75 million to $150 million and requires borrowers to have an investment‑grade rating.
  • Allows the Secretary to use an expedited decision process for qualifying projects, aiming to make a loan decision within 120 days and to notify the applicant of approval or denial within 180 days.
  • Sets specific criteria for expedited loans, including an A‑or‑higher credit rating, the federal share of project costs no more than 33 percent, a clear path to start contracting within 90 days of credit commitment, and completion of NEPA categorical exclusion or similar environmental clearance.
  • Mandates that the TIFIA program publish monthly reports of all letters of interest and applications received, and quarterly reports of all approved projects, each including basic project and applicant information.
