The resolution requires the Secretary of State to certify that Saudi Arabia is making genuine diplomatic efforts to end Yemen’s civil war and is taking steps to ease the humanitarian crisis. If the certifications are not made, the bill blocks U.S. funding for air refueling of Saudi‑led coalition aircraft, except for specific counter‑terrorism and safety missions. The rule applies to any federal funds used for such refueling and involves oversight by key Senate and House committees.

Key Provisions

  • The Secretary of State must submit an initial written certification to designated Senate and House committees within 30 days of the law’s enactment, confirming Saudi Arabia’s urgent diplomatic negotiations and humanitarian actions in Yemen.
  • Follow‑up certifications must be submitted at 180 days and 360 days after enactment, covering the same criteria.
  • If the Secretary cannot certify that Saudi Arabia is taking the required actions, no federal funds may be used for U.S. air refueling of Saudi‑led coalition aircraft, except for missions targeting al Qaeda, AQAP, ISIS, Iranian terrorist activities, Iranian missile transport, emergency returns, or force protection of U.S. assets.
  • The certifications must be detailed, written, and unclassified, and the “appropriate committees” are the Senate Foreign Relations, Armed Services, and Appropriations committees, and the House Foreign Affairs, Armed Services, and Appropriations committees.
