Introduced February 7, 2019

AI-Generated Summary

Updated April 14, 2026 at 1:32 AM UTC

The Presidential Library Donation Reform Act of 2019 changes the law so that any organization raising money for a presidential library must report detailed information about donors who give $200 or more each quarter. The reports go to the Archivist, who must post the data online for public access. The bill also makes it illegal to give false information or to make contributions in another person’s name, and sets penalties for violations. It applies to all presidential‑library fundraising groups and to contributions made after the law takes effect.

Key Provisions

  • Fundraising organizations must submit quarterly electronic reports on every donor who contributes $200 or more (including in‑kind gifts).
  • The reports must include the amount, source, donor address, occupation (if an individual), and date of each contribution.
  • The Archivist must publish the submitted data on the National Archives website within 30 days, free of charge.
  • It is unlawful for donors or organizations to submit false or incomplete information, with penalties under 18 U.S.C. § 1001.
  • It is unlawful to make a contribution in another person’s name, allow one’s name to be used, or accept such a contribution, with penalties under the Federal Election Campaign Act.
  • The Archivist must issue regulations to implement these requirements.
  • No new funding is provided; the requirements must be met using existing authorized funds.
